THE COMMITTEES

THE VARIOUS COMMITTEES IN COUNCIL AND THEIR FUNCTIONS:
The Council delegates its functions to Committees. Each member of the Council is a member of one or more of these Committees. There are two types of Committees. Statutory Committees, the Surveyors Investigating Panel, (SIP) and the Disciplinary Committee. The membership and functions of these two Committees are provided for in the Enabling Act. The other Committees, called Committees of the Council, are creation of the Council. Their functions are in accordance with rules and regulations as passed from time to time by the Council. There are 6 of such Committees:
Education
Examination
Human Capital Development
Registration
Strategy and
Surveys Rules and Regulations Committees.
Committees' decisions require Council approval. The Registrar is the secretary of the Council and of all the Committees in addition to his/her statutory functions and responsibilities as established by the Act and the Public Service Rules. 

The Disciplinary Committee is charged with the duty of considering and determining any case referred to it by the panel established by provisions of the act and any other case of which the disciplinary committee has cognizance under the provisions of the act.

Membership:
i. The disciplinary committee shall operate in accordance with section 16 and 17 of the enabling act.
ii. The President of council shall serve as the Chairman while the Registrar serves as the
Secretary of the Committee.

Powers:
The disciplinary committee is charged with the sole responsibility of considering and determining
any case referred to it by the panel established by the provisions of the Enabling Act and any
other case of which the disciplinary committee has cognizance under the provisions of the Act.

Surveyors Investigating Panel (SIP)

Membership

i. A member of the Council appointed by the Council shall serve as the Chairman of the Committee.

ii. Six (6) other members of Council

Powers

  1. To conduct preliminary investigations into any case where it is alleged that a person registered has misbehaved in his capacity as a Surveyor or should for any other reason be the subject of proceedings before the Disciplinary Committee
  2. To decide whether the case should be referred to the Disciplinary Committee
  3. To submit a report on any action taken by the Investigating Panel to the Disciplinary Committee
  4. The modus operandi shall be in accordance with the Panel’s Standing Orders as approved by Council.

Powers:
a. The Examination Committee is saddled with the responsibility of conducting
examinations in all its ramification into the various cadres as in the register of Council
which encompasses collection of application forms for the examinations,
appointment of examiners, setting of examination questions, conducting the
examinations, marking and grading, selection of candidates with best performance at
the examinations and ensure strict adherence to Examination Guidelines as stipulated
by Council.
b. Approval of any qualification which, as a result of examination taken in conjunction
with the course of training approved by the Council is granted to candidates reaching
a standard at the examination indicating, in the opinion of the Council, that they have
sufficient knowledge and skill for the practice of the profession.

Powers:
a. To recommend to Council the appointment, promotion and discipline of staff of SURCON.
b. To consider appeals or petitions from staff members regarding their employment and
present same to Council for Consideration.
c. In the case of the appointment of a Registrar, the committee shall operate in accordance
with guidelines for the appointment of Registrar.
d. To consider the recommendations from Junior staff appointment and promotion subcommittee.
e. To consider Human Capital Development of Council staff and Council members including
retreats, workshops, training and other issues incidental to staff welfare and
development.

 

SUB-COMMITTEE FOR JUNIOR STAFF AND PROMOTIONS

Membership:
I. The Registrar- Chairman
II. The Director Administration- Member/Secretary
III. The Director Technical- Member
IV. The Director Finance-  Member

Powers:
a. To recommend to the Human Capital Development Committee of Council the
appointment and promotion of junior staff of SURCON i.e. Grade level 01-06 or any other
junior staff matters as may be required to be passed to the committee.
b. To consider appeal or petition from junior staff members about their employment and
present same to the committee for consideration.
c. To consider the training of needs of the junior staff, their development and present same
to the Human Capital Development Committee.

the Enabling Act.
b. To organize induction for newly registered Surveyors.
c. To ensure that applicants for Registration have thoroughly undergone the process of
Registration particularly through effective supervision of his pupilage.
d. Any other assignment as may be directed by Council.

Powers:
a. To periodically review, design and develop strategies aimed at sustainable Council
operations and submit same to Council for approval.
b. To continually monitor and identify the strengths and weaknesses of Council.
c. To continually design programmes aimed at identifying the challenges and prospects
facing Council through feelers and report same to Council.
d. In cases of challenges the committee is to design early warning and response systems to
enable Council mitigate the crisis/conflict. in case of opportunities, the committee is to
recommend to Council to harness it for better productivity.
e. Review the vision and mission statement of Council evaluating them periodically to
reorient Council to achieve its goals.
f. Periodically evaluate the short and long-term goals of the Council, review the strategies
and asset the capability of Council for attaining to the goals and recommend to Council
the strategies to be taken for the attainment.
g. To examine the environmental factors likely to affect Council activities particularly the practice environment and recommend to Council necessary adjustment, mitigative
strategies for sustain ability of Councils’ vision.
h. Examining Councils’ prevailing strategy in its bid to achieve its short-term goals and
project these for developing strategies for achieving the long-term goals.
i. Any other strategic assignments to be given by the Council.

iii. Six (6) other members appointed from Council who have a specialization in any of the six
branches/fields of study of Surveying and geoinformatics.
