ESTABLISHMENT

Surveyors Council of Nigeria (SURCON), is an Agency of Government established in 1989 by Decree no 44 of 1989 (Act no. S18 Laws of Federation of Nigeria 2004) for the registration of surveyors and to provide extensively for the regulation and control of the practice of survey profession in Nigeria. The Act charged SURCON with the following general duties among others
i. Determining who are Surveyors for the purpose of the practice of Survey Profession in Nigeria
ii. Determining what standards of knowledge and skill to be attained by persons seeking to be registered as members of the Profession
iii. Establishment, maintenance, updating and publication of Register of persons entitled to practice Survey Profession in Nigeria
iv. Regulating and controlling the practice of the profession in all its ramifications
v. Maintaining discipline in the profession and
vi. Performing other functions conferred upon it by the enabling Act

MEMBERS OF THE COUNCIL

There are currently 59 members of the Council as per the enabling Act. They are all on part – time basis, and except for ex-officio members, they enjoy a tenure of three years which is renewable for one term only. The members include the following
i. The President who presides over meetings of the Council
ii. 5 persons appointed by the President commander-in-chief of Federal Republic of Nigeria
iii. 36 Surveyors General representing each State of the Federation and for Abuja
iv. 12 members representing the Nigerian Institution of Surveyors
v. 4 other persons representing accredited tertiary institutions of training in Survey and Geoinformatics in Nigeria.

THE COMMITTEES

The Council delegates its functions through Committees. Each member of the Council is a member of one or more of these Committees. There are two types of Committees. Statutory Committees, the Surveyors Investigating Panel, (SIP) and the Disciplinary Committee. The membership and functions of these two Committees are provided for in the Enabling Act. The other Committees, called Committees of the Council, are creation of the Council. They function in accordance with rules and regulations as passed from time to time by the Council. There are 7 of such Committees:
Education
Examination
Finance and General Purpose
Human Capital Development
Registration, Strategy and Surveys Rules and Regulations Committees.
Committees’ decisions require Council rectification as the case may be. The Registrar is the secretrary of the Council and of all the committees in addition to his/her statutory functions and responsibilities as established by the Act and the Public Service Rules.

 

THE MANAGEMENT

 The management of SURCON is responsible for the day – to- day running of the Council.

THE REGISTRAR – The Registrar is the head of the management of SURCON. He is the Chief Executive Officer of SURCON and in the rank of Director – General in Federal Public Service. The Registrar accounts to the Federal Government and the Council. For now there are four Departments in SURCON and each is headed by a Director. The Directors receive instructions from the Registrar and report to the Registrar.

Technical Department – responsible for processes for registration of all categories surveyors and enlistment of survey firms, professional conduct and enforcement of standards

Administration and Supplies Department – responsible for general administration, staff matters, stores, ICT, PRS and logistic supports

Finance and Accounts Department – responsible for financial estimates, budgets, execution of financial guidelines and expenditure control

Procurement Department – responsible for procurement in accordance with Procurement Act operating in Nigeria

Support units: Legal, Audit, Servicom and Anti corruption.

 

SURV. KABIR MOHAMMED
 
REGISTRAR

SURV. KABIR MOHAMMED IS THE CURRENT AND 6TH REGISTRAR OF COUNCIL AND HE HAS SERVED AS THE SURVEYOR GENERAL OF KATSINA STATE AND THE CHAIRMAN OF THE SURVEYORS GENERAL FORUM IN THE RECENT PAST.

SURV. OLUGBEMIRO OLAKUNLE
 
ASSISTANT DIRECTOR (REGISTRAR)

SURV. OLAKUNLE OLUGBEMIRO AS THE ASSISTANT REGISTRAR OF COUNCIL IS SADDLED WITH THE RESPONSIBILITY OF ASSISTING THE REGISTRAR IN DAILY ADMINISTRATION AND DECISION MAKING IN THE OFFICE. HE IS A MEMBER OF THE MANAGEMENT STAFF IN COUNCIL.

DCN. PETER AINA
 
DEPUTY DIRECTOR (ADMIN.)

MR PETER OLUSOLA AINA IS THE CHIEF ADMINISTRATIVE OFFICER OF COUNCIL. HE SEES TO THE DAILY ADMINISTRATIVE RUNNING OF THE OFFICE AND REPORTS TO THE REGISTRAR WHO IS THE CHIEF EXECUTIVE OFFICER IN COUNCIL. HE IS ALSO A MEMBER OF THE MANAGEMENT TEAM.
